It appears to be a proposed improvement on the
LuAZ-969M
called the
1988 LuAZ Proto
. It used a 1.1L (?) MeMZ-245 inline four mated to a unique, fully synchronized six speed manual with two underdrive ratios. Perhaps it had reducing hubs like the 969 to bring the wheel speed back down.
Honestly, I think the 969 is cooler. It had front-biased 4WD with a locking de Dion rear axle and portal hubs with tires and bodywork apparently sourced from a Lego Technic set.

Haha, and you have to love those tiny wing mirrors too. It’s got pretty great ground clearance for a truck the size of a refrigerator box. :D
